Iraq...What does the Bush Administration want?

I am slightly confused right now. The Iraq war is a real losing issue...almost nobody likes it and all polls point to it and the economy (tied together?) as making it hard to impossible for the republicans to win in November.
So the question seems to be, Why isn't the Bush administration claiming victory and leaving?
It really seems like an easy and smart thing to do. The Bush admin doesn't want to "cut and run" or "lose", they want to "teh WIN", but really I am surprised they haven't done this:
Pres walks to podium:
"Iraq does not have WMD, that is a win for us."
"Iraq no longer is controlled by the iron fist of Saddam Hussein, that is a win for us."
"Iraq has started, taking baby steps yes, down the road to free elections and democracy. That is a win for us and the world."
"We have won the war in Iraq and will be pulling all our troops out. Of course we will continue to help them in any way they ask."
boom, Bush claims to have won the war and to have brought democracy to Iraq and he brings the troops home to parades and McCain gets a big boost in the polls....seems a no brainer...
So why aren't they doing this? What do they really want? If it was just WMD and Saddam, that is done and over.
If it is al qaeda, we should be adding troops to Afghanistan. And does the Bush administration really care about al qaeda in Iraq? Enough to lose the Presidency?? Al Qaeda in Iraq can't hit us here at home and they are mostly hated and killed in Iraq. The Iraqis will take care of Al Qaeda in Iraq with or without us.
So why, when they can claim victory so easily, can bring our men and women home, can stop bleeding dollars into Iraq, can stop bleeding worldwide support...WHY are they pushing to stay 4 to 100 years more, making it a war much longer and much more costly than even WWII???
The question the media and the people should be asking is "What does the Bush Administration really want from Iraq since we have already solved all the reasons given for going to war."
g
